We created our real estate development firm, Civic Enterprise Development LLC (CED), in 2003 with a focus on revitalizing emerging urban neighborhoods. All of CED’s projects are founded on a deep commitment to releasing the untapped potential of great communities. CED’s founders, Mott Smith and Brian Albert, have a passion for urban places. They lead a highly skilled team with extensive experience planning, structuring, financing, entitling, building and operating complex urban real estate projects. Their built work has been honored by the Urban Land Institute, the L.A. Conservancy and Architectural Record Magazine, among others.
CED Food, an affiliate of CED, develops and operates facilities that lease premium production spaces to a broad range of food companies. Our mission is to empower food businesses across the spectrum to grow, enter new markets and develop products faster and with less capital than ever before. We own our properties, invest heavily in improvements and hold for long-term value. We have been profitable since our launch and our expansion plans are based on prudent growth into established markets with proven demand.
Co-Owner & Chief Executive Officer, Amped Kitchens
Mott Smith is co‐founder of Amped Kitchens and principal of Civic Enterprise. He is a founding board member of the Council of Infill Builders and teaches in the Master of Real Estate Development Program in the USC Price School of Public Policy. He is cofounder of the non‐profit land‐use think tank LAplus. Earlier, he was Acting Director of Planning for the L.A. Unified School District during its multi-billion-dollar school construction program, following his service as founding Executive Director of New Schools‐Better Neighborhoods. He also worked as editor/business manager of The Planning Report. Mott is past president of the Westside Urban Forum and the former bassist of L.A.-area rock band All Day Sucker. He received a Master of Real Estate Development from USC and a BA in Linguistics from UCLA.
Co-Owner & Chief Managing Officer, Amped Kitchens
Brian Albert is a co-founder of Amped Kitchens and principal of Civic Enterprise. He has a broad-based background in real estate development, finance, law and corporate strategy. Prior to Civic Enterprise, Brian oversaw the development of affordable residential projects at New Economics for Women. Earlier, Brian was general counsel for NetScaler, a networking infrastructure company that was successfully acquired by Citrix Systems. As an attorney, Brian has counseled some of Wall Street’s most sophisticated real estate and hedge fund investors including George Soros’ Quantum Funds, Leon Black’s Apollo Advisors and Highland Capital Management. Brian currently serves as Board chair for Proyecto Pastoral, a community based organization located in Boyle Heights and is on the Advisory Board of the Los Angeles Development Fund. He received a J.D. from Harvard Law School and an A.B. from the University of California Berkeley in Urban Anthropology.

General Manager, Amped Kitchens L.A. North
Anne has over thirty years of experience in food production, including 20 years as Director of Bakery Operations for the Coffee Bean and Tea Leaf. She has been a core member of the Amped Kitchens (formerly, L.A. Prep) project team and General Manager since start-up in 2015. As General Manager, Anne directs overall operations for the location, provides guidance to tenants planning their space and operations, and facilitates an outstanding production environment within the Amped Kitchens community.
General Manager, Amped Kitchens L.A. South
Jason has 20 years’ experience in food and restaurant management working for companies such as Islands Fine Burgers, Starbucks, Rustic Canyon Group and Best Events. He was Director of Operations for 8+ years for the West LA Franchisee of The Counter Burger and has been involved in numerous food location openings. He is a U.S. Navy Veteran and stands ready to support the Amped Kitchens L.A. South community, providing guidance to tenants in operations planning and production.
Assistant General Manager, Amped Kitchens
Michelle has experience working in project management and coordination in multi-tenant commercial building installations as well as Culinary Arts training from the Art Institute of California. She works closely with Amped Kitchens tenants to support their success.
